New fees or modifications to fees that are connected to courses should go through Academic Affairs as a course modification. If fee modification is to the whole program then it should go through the college’s fee committee. Recognition of Professor Walt Ellis

It was selected as 2009 HCC Innovation of the Year and will be featured on the League for Innovation’s website.
Renewal of Blue Cross Blue Shield of Florida , Humana Dental, Hartford Life ( Life, ST & LT disability).
Health Savings Accounts are new offerings this year. HCC will pay $625 towards the deductible this first year as incentive for employees to try it. Open Enrollment for all health benefits is April 1 -30.

State budget cuts: At present, the anticipated cuts have been realized but can presently be offset by increased enrollment rather than asking all departments to again cut their budgets. Contact: Pat Dix
Insurance Committee recommendations
Presentation to BOT by: Sue Flaig, HR
1. Health insurance: Recommend staying with BCBS for HMO and PPO; 6.5% increase is not unreasonable given market trend; committee sought HSA option; Trustee Nancy Watkins recommended that HCC provide an incentive to employees for HSA the first year.
2. Vision (voluntary prod): Recommend change to Humana; rate guarantee for 3 years.
3. EAP (Employee Assistance Program):
Recommend change to Corporate Careworks; much better product
4. Dental:
Recommend change to Humana.
5. ST/LT Disability: Recommend change to Hartford; rate guarantee for 3 years.
6. Life Insurance: Recommend reissue RFQ; currently BCBS.
Cost for coverage presently provided Increase of $298,000. No mention was made of employee contribution toward offsetting the increased costs but President Stephenson did state that this increase would be difficult in the present economic environment. 1. Proposal for an online searchable HCC catalog; would allow for Google search of courses; reduce traffic on the registration server; will show if course open or closed but not number of available seats.

2. HCC’s money from the state will be reduced from $59 million to $50 million.

3. Recommendation from DL committee that all DL students have use of test centers at all campuses (Brandon is only campus that does not presently allow this). Referred to Dr. Kenneth Ray. Add’l recommendation that we have a faculty in-service completely devoted to Use of Technology at HCC and specifically DL as a method of delivery of instruction.

4. Recommendations (26 of them!) from statewide Distance Learning Task Force. One rec defines classes as Hybrid: 50% - 79% not face-to-face; Distance: > 80% not face-to-face.

6. A Center for International Education at HCC was created by Pres. Stephenson in Oct 2008 to do a “different” job than Academic Affairs; guiding policy development while internationalizing the curriculum.
